Overview of Experience

 

Dr. Handy has over 15 years of experience in both qualitative and quantitative social science research. She has worked on and directed many projects providing data collection, management and analysis. Dr. Handy’s areas of expertise are military personnel policy, population representation, civil-military relations, and defense and national security policies and analysis. She has worked with such clients as the Army Research Institute, the Army, Navy and Air Force, the Office of the Assistant Secretary of Defense, the Defense Manpower Data Center (DMDC), the Immigration and Naturalization Service, and many other private and public agencies.

 

Human Resources Research Organization (1999 - present)

Dr. Handy has worked on numerous projects during her tenure at HumRRO. Most recently Dr. Handy has focused on diversity/demographic reporting for government agencies. She was the project director for the Population Representation in the Military Services report, annually submitted to Congress through the Office of the Under Secretary of Defense for Personnel and Readiness. During that project she was responsible for requesting, verifying, and analyzing data, preparing numerous tables and figures for the presentation of data, and coordinating the writing, editing and internet-accessibility of the report.  She is currently directing a similar project for another government agency.

 

Recently, Dr. Handy analyzed and reported on the 2006 Surveys of Reserve Component Spouses. In this project, HumRRO analyzed the data gathered through this survey and provided the Defense Manpower Data Center with reports covering its execution, results, and implications.

 

As a member of a team, Dr. Handy finished a project for the Director for Accession Policy, Office of the Under Secretary of Defense (Personnel and Readiness) called Qualified Military Available (QMA). The goal of the project was to develop estimates of youth who are qualified and available for service, enhancing the ability of DoD and the military services to target recruiting resources. The QMA team created a tool that would enable the military user to understand sources of disqualification in a particular demographic cell, and gauge the numbers with insufficient mental/education qualification or who would require a medical, moral character, or dependents waiver for entry.  Dr. Handy provided the QMA team with the moral qualification analysis.

 

Dr. Handy is currently working on a team responsible for evaluating the Army’s Foreign Language Recruiting Initiative. This program is designed to use a native language general aptitude screening test, in addition to the usual enlistment screening procedures, to evaluate applicants whose first language is not English.  Dr. Handy’s main responsibilities are data collection and handling and reporting and liaison efforts to Military Entrance Processing Stations and Army and Army National Guard Language Centers.

 

She completed a DMDC study entitled the ASVAB Career Exploration program.  As project director, she studied the career development programs used in high schools nation-wide by surveying high school counselors and their opinions towards the ASVAB Career Exploration Program.  She is the current project director for the Population Representation in the Military Services report, which is annually submitted to Congress.  She is responsible for requesting, verifying, and analyzing data, preparing numerous tables and figures for the presentation of data, and coordinating the writing and editing of the report.

 

She recently served as a primary analyst for a moral waivers validation study for the Directorate for Accession Policy within the Office of the Assistant Secretary of Defense (Force Management Policy).  In this project she is assessed the reliability of waiver policies across services and managed a large-scale data collection and coding effort.

 

Dr. Handy has helped manage, design and participate in various data collection projects for the Army, Navy, INS, Department of Education and other agencies.  She has also been responsible for numerous literature reviews, research and reporting tasks, statistical analyses, as well as data management projects.

Dr. Handy taught two sections of Political Science Methodology to third-class Midshipmen who were Political Science majors.  Her duties included preparing the syllabus, quizzes, exams, homework assignments and classroom lectures and discussions.

 

Congressional Commission on Military Training and Gender-Related Issues (1998 - 1999)

Principal Investigator

 

Dr. Handy's duties included designing and producing the literature review section for the Commission's final report.  This work is an inventory and documentation of the range and magnitude of knowledge that exists on the subject of gender integration in the U.S. military.  The literature review's scope is comprehensive to include the broader topics of women in the military, military training, civilian law enforcement, gender integration and cross-national gender integration in non-U.S. militaries.  Dr. Handy also produced three separate studies/reports at the request of the Commissioners: Gender Integration of Militaries Outside of the United States, Women’s Integration in Non-Traditional Work Sectors and Executive, Legislative and Policy Chronology of Women in the U.S. military.

Dr. Handy's duties included research and writing for the purposes of military-related, political and professional consulting which the agency provides to its various public and private and official contracts and clients.  Most recent project: Phase II Final Report for the Army XXI (for the Institutional Force).

Dr. Handy provided additional instruction, classroom time and discussion for introductory statistics (graduate-level course) and introductory International Relations courses (undergraduate-level course).  She provided extra reading material, developed and graded quizzes and exams and student papers.  She also provided office hours and student-professor liaison.

Dr. Handy directed and motivated university and high school students as they participated in an ICONS educational computer simulation of international affairs.

Dr. Handy coded data events for the GEDS project (U.S. Department of Defense contract through the Center for International Development and Conflict Management [CIDCM], University of Maryland).

Dr. Handy supervised Case Managers and Outreach Workers.  She provided report and grant writing for county, state and federal grants.  She developed and monitored Salt Lake City 's Asian-Pacific Islander Youth Task Force, Youth Clubs, tutoring program activities and other projects, and developed networks with other agencies.

Dr. Handy wrote proposals for grants and contracts, including budgets for new proposals, and provided quarterly program reporting for the Agent Orange Class Assistance Program grant.  She was involved in case management and advocacy for Vietnam veteran clientele, program administration and record-keeping.
